Mike Van Bibber has led the Fire Division since 2020. He served 38 years with the Julian-Cuyamaca Fire Protection District and finished there as fire chief. His career also includes the Carlsbad Fire Department, CAL FIRE, and the Orange County Fire Authority. Published certifications include Fire Officer / Crew Boss, Fire Instructor I, Firefighter II, NWCG instructor, fire investigator, and ICS 100 through 800.
The division’s published services are jobsite threat assessment and pre-planning, fire-crew scheduling and management, fuel mitigation, weed abatement and chipping, fire-fleet maintenance and rental, tailboard fire-safety plans, emergency communication and evacuation plans, and dual-access fire roads.
Small fire engines are published as slip-on units on diesel 4x4 crew-cab chassis, with 150 to 300 gallon tanks, pumps in the 100 to 120 psi range, hose reels, and Scotty foam on equipped units. The company states the engines are built for pump-and-roll and that apparatus is inspected daily and maintained in-house.
Crew training on the published list includes NWCG Firefighter Type 1, S-130, S-131, S-190, L-180, ICS 100, IS-700, RT-130, and monthly in-house training. Wildland PPE is published to NFPA garment and shelter standards, including a new-generation fire shelter.
