The company

From a two-person SDG&E crew to a full-service civil contractor.

Patriot General Engineering, Inc. is a fully qualified DVBE (OSDS 59858), insured, and licensed Class A general engineering and C-10 electrical contractor. The company is signatory with IBEW Local 47 and Local 569 and supplies the materials, labor, management, and equipment required to complete the work.

In 2023, the East County Chamber of Commerce Veterans East County Alliance named Patriot General the Veteran-Owned Large Business of the Year.

Patriot General was co-founded in 2008 by President and CEO Steve Garcia and Vice President Frank Passiglia.

President / CEO

Steve Garcia

Steve Garcia served ten years in the United States Marine Corps, finishing as a Staff Sergeant in Force Recon. He completed two combat deployments to Iraq, including the invasion of Baghdad as a Recon Battalion Assistant Team Leader and the Battle of Fallujah as a Team Leader. His awards include the Combat Action Ribbon and the Navy/Marine Corps Commendation Medal with “V” device.

He co-founded Patriot General in 2008 and has led it from a two-person erosion-control crew supporting SDG&E into a full-service civil construction firm. With Chief Administrative Officer Ben Garcia, he also co-founded the Patriot Empowerment Institute, a 501(c)(3) that helps service members return to civilian life.

Vice President

Frank Passiglia

Frank Passiglia has more than four decades in Southern California civil construction, in both management and ownership. He built RLF, Inc. from the ground up; before its sale to Granite Construction in 1992, Patriot General’s published biography describes it as the largest general engineering and paving company in Southern California. In 1995 he formed Southwestern Equipment.

His public-works record spans municipalities, state, and federal projects. That experience, and the relationships that come with it, helped take Patriot General from a startup crew to a multi-million-dollar civil contractor.
